1 And, unto Moses, he said–Come up unto Yahweh–thou, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel,–so shall ye bow yourselves down, from afar. |
Seventy of the elders – Supposedly the original Sanhedrin. R4037:2, R3346:3
Similarly, the 70 whom the Lord sent forth represented all the leaders or elders amongst his people today. R3346:3

2 And Moses alone, shall draw near unto Yahweh, but, they, shall not draw near,–and, the people, shall not come up with him. |
And Moses alone – Moses was the Mediator of the Law covenant. Christ became the heir of its promises of life and the (head of) the Mediator of the New covenant. R1725:4
God dealt with only one man in making the Law covenant. Moses stood in the position of a father, the nation being treated as children under age. R5046:4
Moses is Mediator of the Law covenant as long as it is in effect. Moses is Mediator of the Law covenant today. Q498:3

3 So Moses came, and recounted to the people all the words of Yahweh, and all the regulations,–and all the people responded with one voice, and said, All the words which Yahweh hath spoken, will we do. |
Moses came and told – For a period of 1000 years, this Mediator will do a work for mankind. R5292:3

4 Then wrote Moses all the words of Yahweh, and rose up early in the morning, and builded an altar, under the mountain,–and twelve pillars, for the twelve tribes of Israel; |

5 and he sent young men of the sons of Israel, and they caused to go up, ascending-sacrifices,–and slew peace-offerings to Yahweh, of oxen. |
Burnt offerings, and – The blood of peace-offerings and burnt-offerings sealed the Law covenant, picturing the Church sacrificing earthly rights, and that God accepts these sacrifices as sealing the New covenant-entirely aside from the Atonement for Adamic sin accomplished by the same sacrifices, viewed from the standpoint of the sin-offering. Peace-offerings are a type of entire consecration to God during the next age. T98
More than one bullock and goat because of the multitude of the people to be sprinkled. In reality, one bullock and one goat duplicated as often as necessary to provide a sufficiency of blood. R2874:5; CR485:5

6 Then took Moses, half of the blood, and put it in basins, and, half of the blood, dashed he over the altar; |
And Moses took – Representing a greater than Moses, Jesus and his Church. Q29:4
Sprinkled on the altar – Representing the satisfaction of justice. R5162:6
In the antitype, our Lord's blood was first applied on our behalf. R4513:6

7 then took he the book of the covenant, and read in the ears of the people. And they said, All that Yahweh hath spoken, will we do, and will hearken. |
The covenant – Representing the better covenant. Q29:4
God agreed that if Israel would keep his Law they would have everlasting life. R5292:2

8 Then Moses took the blood, and dashed over the people,–and said, Lo! the blood of the covenant which Yahweh hath solemnised with you, over all these words. |
Took the blood – Representing man's acceptance of the divine arrangement. R5342:6
The sprinkling of the books of the Law took only a few seconds; sprinkling the people took a long time. R5342:6
On the people – Sprinkled from all sympathy with evil, mankind will make their declaration of full loyalty to God. R5164:2
Probably not on the two millions, but upon representatives of the whole, the heads or chiefs of the tribes. R3046:2
Bringing them under the obligation of the Law covenant. R5000:1, R5162:6
So The Christ, during the Millennium, will sprinkle the world of mankind, bringing them into harmony with the divine law. It will require the thousand years. R5421:5; CR485:5

The Mediator will antitypically sprinkle the people; that is, he will show them how to come back into full accord with God. R5164:2
In antitype, the blood sprinkling the whole world means restitution. R5878:4

Of the covenant – A covenant does not go into operation until after it has been fully mediated. R5164:1
Which the LORD hath made – To last for centuries, but only one year at a time; renewed by the annual Day of Atonement sacrifices. R5162:6

10 and they saw the God of Israel,–and, under his feet, like a pavement of sapphire, and like the very heavens, for brightness; and, |
Saw the God of Israel – That is, the Lord's special messenger, the angel of the Lord. Q360:2

11 against the nobles of the sons of Israel, put he not forth his hand,–so then they had vision of God, and did eat and drink. |

12 Then said Yahweh unto Moses–Come thou up unto me, in the mountain, and remain thou there,–for I must give thee tables of stone, and the law, and the commandment, which I have written, to direct them. |
Which I have written – Moses thus attributes the origin of the Mosaic Law to God, not to himself. A53

13 And Moses rose up, and Joshua his attendant, and Moses went up into the mountain of God; |

14 but, unto the elders, he said–Tarry for us here, until we return unto you. And lo! Aaron and Hur, are with you, he that hath a cause, let him draw near unto them. |

15 So then Moses wont up into the mountain,–and the cloud covered the mountain. |
|
16 And the glory of Yahweh rested upon Mount Sinai, and the cloud covered it six days,–then called he unto Moses, on the seventh day, out of the midst of the cloud. |
Cloud covered it – Similarly, the Church is generally enveloped in clouds of trouble which hide the glory from others. By and by her glory shall be manifested without the enveloping cloud. R1982:2

17 And, the appearance of the glory of Yahweh, was like a consuming fire, on the top of the mountain,–in the sight of the sons of Israel. |

18 And Moses entered into the midst of the cloud, and ascended into the mountain. And it came to pass that Moses was in the mountain, forty days and forty nights. |
