What does it mean to "become the habitation of devils?"
What kind of spirit was there at that time?

Rev. 18:3 "For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies."
In this context, does "Babylon" refer to the union of church and state?
While both the religious and the civil powers are involved in this illicit union, it is clear that the primary target of the Lord's displeasure is the religious, the church nominal. For, like her counterpart in the Jewish Age, "unto them were committed the oracles of God." Rom. 3:2

Why was Babylon cast off?"
Because SHE made the nations drunk with her false doctrines, especially that her union with earthly kings constituted "Christ's Kingdom (Christendom.)"

What is this voice from heaven?

What is the purpose of these coming out of her?
1. That they do not partake of her sins.
2. They do not receive of her plagues.
